The NECPA Commission is doing this in several ways. The primary way is through the development and implementation of the instrument based accreditation system, The National Early Childhood Program Accreditation (NECPA). This\u00a0 approach\u00a0 has\u00a0 been developed,\u00a0 implemented\u00a0 and\u00a0 refined\u00a0 over\u00a0 the\u00a0 past\u00a0 25\u00a0 years\u00a0 in\u00a0 research\u00a0 studies\u00a0 Dr. Fiene\u00a0 has\u00a0 conducted\u00a0 in\u00a0 states\u00a0 across\u00a0 the\u00a0 nation\u00a0 and\u00a0 provinces\u00a0 in\u00a0 Canada.\u00a0 The indicator\u00a0 approach\u00a0 has\u00a0 demonstrated\u00a0 its\u00a0 efficiency\u00a0 and\u00a0 effectiveness\u00a0 in\u00a0 the\u00a0 monitoring\u00a0 of\u00a0 early\u00a0 childhood\u00a0 programs.\u00a0 By\u00a0 using\u00a0 the\u00a0 key\u00a0 indicator\u00a0 approach,\u00a0 the\u00a0 number\u00a0 of\u00a0 discrete\u00a0 items\u00a0 to\u00a0 be evaluated\u00a0 is\u00a0 substantially\u00a0 reduced\u00a0 but\u00a0 the\u00a0 overall\u00a0 confidence\u00a0 in\u00a0 the\u00a0 evaluation\u00a0 is maintained.<\/p>\n<p>The NECPA Standards Book\u00a0defines the quality core standards of the National Early Childhood Program Accreditation system (NECPA) and should be used as a guide and resource by the field and by programs seeking NECPA accreditation. The NECPA system continues to be based upon a weighted system approach in the 2017 Standards Update. The system also allows for narrative input from the NECPA Verifier and program Director. This input ensures each program is assessed based on a complete understanding, including potentially mitigating factors that could impact accreditation.<\/p>\n<p>NECPA standards encompass the whole child by assessing relationships between the child and teacher, program and center relationships with families, and program community relationships.\u00a0 Our focus is to ensure that each child is supported and encouraged by all the people and systems that are in their environment. The standards are the results of the past 30 years of research in the field of early care and education. These sources of information represent the current, best practices in the field. They include the following:<\/p>\n<p>\n<\/div><div class=\"kc-elm kc-css-59549 kc_text_block\"><\/p>\n<ul>\n<li>The American Public Health Association\/American Academy of Pediatrics National Health and Safety Performance Standards (<a href=\"https:\/\/www.apha.org\/\">APHA<\/a>\/<a href=\"https:\/\/www.aap.org\/\">AAP<\/a>)<\/li>\n<li>The National Academy of Science, Committee on Family and Work Policies (<a href=\"http:\/\/www.nasonline.org\/\">NAS<\/a>)<\/li>\n<li>The U.S. Consumer Product Safety Commission (<a href=\"https:\/\/www.cpsc.gov\/\">CPSC<\/a>)<\/li>\n<li>\u00a0American Society for Testing and Materials (<a href=\"https:\/\/www.astm.org\/\">ASTM International<\/a>)<\/li>\n<\/ul>\n<p>\n<\/div><div class=\"kc-elm kc-css-521465 kc_text_block\"><\/p>\n<p>Accreditation serves a number of important functions. It verifies that an early childhood program meets established standards of excellence. This certification is an acknowledgment to the program that they are providing high quality child care. Further, this designation assists parents in selecting child care by identifying programs that meet high quality standards. Accreditation is also an excellent learning tool.
